Soil absorbs heat faster than water. Soil is dark, rough, and solid, (its molecules are compacted together) which all contribute to the absorption of the radiation. Color is a factor. The typically darker color of land gives it a higher propensity to trapping heat.
Actually, most minerals (what soil and rocks are made from) have a greater thermal conductivity than water. Thus, it heats faster than water.
