Because they are the farthest from the equator, the area receiving the most sunlight. On the other hand, the poles are the farthest from the equator therefore, they receive the least sunlight.
Coldest places are found at the poles because the sun's rays(also heat) can't reach that much the way it reaches the places near equators. Thus, developing ices all over the places.
