First, in geometry, line means a straight line.  A segment is part of a line, so it is also straight.

The answer is NO. Two segments CAN NOT form a polygon. 
Two segments with one of each endpoint connected form an angle, not a polygon.

Try drawing the figure yourself with this guide (also the reasons):
1)  A polygon is a closed figure with all with at least three side.  These sides or segments ARE CONNECTED to form vertices (angles).

2)  The segments MUST be straight, NOT a curved.
