 In the Gates of Hell

        Before entering the gates of Hell in which an inscription is read "Abandon all hopes, ye who enter here", Dante and his guide see the Uncommitted (Opportunists), the souls of the people who in life did nothing, neither for good nor evil; therefore take no sides between God and Evil.

Among them, Dante recognizes either Pope Celestine V, the pope who resigned from his appointment after five months of serving as the head of the Christian believers.

Among with them are the outcasts (the fallen) who took no side in the Rebellion of Angels. These souls are neither in Hell nor can go to Heaven, but forever reside on the shores of the Acheron, and serve their punishment to be eternally pursued a banner (i.e. self interest) while pursued by wasps and hornets that continually sting them as maggots and other such insects drink their blood and tears.

The souls who possess the nine circles of hell are the ones who are tortured in Hell.
