Yes, but sometimes it depends. A yes because as long as you take a picture and look for an angle or do several shots using the birds eye view or the worm's eye view or ect, you are called a photographer whether you are using phone or a camera. It depends, why would I answer that? Because if you only take pictures just for fun or for nothing, or you are not using any transition, you cannot be called a photographer because you are not using your knowledge of what you know about photography.
